OBJECTIVE OF ROLE
The staff is responsible for managing a group of IT staff and related IT function he/she oversees. He/She must provide leadership in making sure the company’s IT functioning is efficient and effective whilst at the same time be prepared to be hands-on and roll-up his/her sleeves to work with the team directly.
Provide overall technical and managerial leadership to the team members.
Provide guidance and perspective on Innovation (process, applications, and equipment)
Ensure company’s IT infrastructure and its associated technologies operate effectively, perform within agreed targets, and deliver a secure platform for the Company to carry out its business.
OPERATION
1. Provide guidance and leadership to the team in the support of the day-to-day IT Operations, handling incident management, escalations, resolving user issues, and monitoring the performance of business-critical systems to prevent delays, outages and quickly resolve on-going issues.
2. Ensure mission critical software/services and systems are available and accessible to all users as required.
3. Develop and implement processes, policies and procedures for implementation, programming, and maintenance of assigned areas to ensure consistency across the IT organization.
4. In-depth knowledge and experience in the field of IT security, incident response, threat intelligence and forensic investigations.
5. Liaise with vendors and government agencies (e.g., MOH, IDA) where necessary.
6. Manage the data center, technology implementation, capacity planning/scaling, and operations of systems of the Company. Provide proactive monitoring, alerting, and reporting processes to ensure optimal system performance.
7. Provide project management leadership for infrastructure and application deployment initiatives. Accountable for ensuring IT projects incorporate the appropriate planning, technical analysis, budgets, and resource management to meet deadlines and objectives.
8. Ensure compliance with hardware/software updates and lifecycle methodologies.
9. Select technology providers and serve as subject matter expert in negotiation of contracts and agreements. Proactively evaluates IT services to determine the right sourcing and cost model.
10. Works with business users to identify, source, and cost requirements for IT initiatives.
11. Responsible for Disaster Recovery Planning and testing. Oversees annual DRP test for all critical business systems.
12. Ensure alignment, implementation and monitoring of local regulations and policies in relation to cybersecurity.
13. Liaise with internal and external auditors to ensure compliance with regulatory, company policy and audit requirements.
14. Motivates, supervises, guides, develops and support a team of junior staff. Appraise and be responsible for the efficiency and performance of junior staff.
JOB REQUIREMENTS
1. Degree in Computer Science or relevant degree.
2. Over 10 yrs experience as IT deputy director/director or similar role with experience in enterprise level IT environments across Operations, Infrastructure and Cyber Security.
3. 5+ years’ experience in delivering Service management in an enterprise environment, including strategic and tactical Service management/assurance process improvement.
4. Experience working in incident response, security operations, and managing potential advanced persistent threat (APT) attacks.
5. Knowledge of current cyber security and information security practices, principals, tools, and techniques
6. Good hands-on skills in computer systems (hardware/software, networks etc.).
7. Proven experience in vendor management and outsourcing IT services.
8. Experience in analysis, implementation and evaluation of IT systems and their specification.
9. Excellent organizational and leadership skills with strong stakeholder management experience.
10. Outstanding communication abilities.
11. Excellent English and Chinese written and oral communications skills.
