Founded in July 2009, the Sino-Singapore Tianjin Eco-City Investment and Development Co., Ltd (SSTEC) is the master developer of the Tianjin Eco-City. It is a 50-50 joint venture between a Chinese Consortium led by Tianjin TEDA Investment Holding Co., Ltd and a Singapore Consortium led by the Keppel Group. As master developer, SSTEC works closely with the governments and private sectors of China and Singapore, as well as other international partners, to plan and develop the Eco-City. SSTEC is committed to building a sustainable Eco-City that is ecologically friendly, socially harmonious and resource efficient. Its role includes the development of infrastructure, residential, industrial and commercial properties.

中新天津生态城投资开发有限公司（生态城合资公司）成立于2009年7月，是中新天津生态城的主体开发商，由天津泰达投资控股有限公司为主的中方联合体和吉宝集团为主的新方联合体共同投资建立，双方各占50%股份。生态城合资公司与中新两国政府、私营企业及其他国际合作伙伴密切合作，共同规划及开发天津生态城，致力于打造一座生态友好、社会和谐、资源节约的可持续发展的生态城市。其具体工作涉及基础设施、住宅、产业及商业发展。
