工作职责

工作内容：
1) 负责年度预算的收集、编制、提报部门经理及管理层审核与动态跟踪。Responsible for the collection, preparation, submission for approval, and ongoing tracking of Annual budgets.
2) 对项目成本进行预测、分析及控制，确保在预算范围内执行。Conduct cost forecasting, analysis, and control to ensure project execution within the approved budget.
3) 建立并维护项目成本控制体系及相关台账。Establish and maintain project cost control systems and related registers.
4) 跟踪合同执行情况，审核付款申请及相关成本数据。Monitor contract implementation and check payment applications and related cost data.
5) 定期编制成本分析报告及预算执行报告。Prepare periodic cost analysis reports and budget performance reports.
6) 参与招标、采购及合同评审，提供成本及预算支持。Participate in tendering, procurement, and contract, providing cost and budget support.
7) 识别成本风险并提出优化及降本建议。Identify cost risks and propose optimization and cost-saving measures.
8) 与用户部门、采购、财务等部门协调沟通，确保数据一致性。Coordinate with User department, procurement, and finance teams to ensure data consistency.
9) 完成上级交办的其他相关工作。Perform other tasks assigned by the supervisor.

任职资格

1) 本科及以上学历，工程、造价、财务或相关专业Bachelor’s degree or above in Engineering, Cost Management, Finance, or related fields
2) 3年以上预算或成本控制相关经验（油气或工程行业优先）Minimum 3 years of experience in budgeting or cost control, preferably in oil & gas or engineering industry
3) 熟练使用Excel及办公软件Proficient in Excel and other software
4) 具备良好的中英文沟通能力Good command of Chinese and English
5) 熟悉项目预算管理流程及成本控制方法Familiar with project budgeting processes and cost control methodologies
6) 具备成本预测、分析及控制能力Strong capability in cost forecasting, analysis, and control
7) 能独立编制预算并跟踪执行情况Ability to independently prepare budgets and track execution
8) 具备良好的跨部门沟通协调能力Strong coordination and communication skills across departments
9) 能识别成本风险并提出优化建议Ability to identify cost risks and propose optimization measures
10) 具备较强的数据分析能力及逻辑思维能力Strong analytical and logical thinking skills
11) 具备较高的成本敏感性和责任心High cost awareness and strong sense of responsibility
