OHS工程师

1.制定、实施并监督符合IFC标准及阿曼法规的职业健康安全管理体系;
Develop, implement, and monitor OHS management systems in line with IFC guidelines and Oman regulations
2.建立并维护OHS法律法规清单及风险登记册;
Develop and maintain OHS legal register and risk register
建立制度以预防工艺事故、工伤及职业病;
Establish regulations to prevent process incidents, workplace injuries, and occupational diseases
开展关键风险评估并确保落实;
3.Conduct critical risk assessments and ensure effective implementation
确保作业符合阿曼法律、OHS规范及公司制度;
Ensure safe work practices in compliance with Omani laws, OHS standards, and company policies
4.制定并实施检维修及施工安全程序（PTW、LOTO、受限空间、高处作业、吊装等）;
Develop and implement OHS procedures for maintenance and construction activities (PTW, LOTO, confined space entry, work at height, lifting operations, etc.)
5.确保工艺安全管理体系（PSM、HAZOP、FSM、PHA）符合要求;
Ensure compliance with process safety systems including PSM, HAZOP, Functional Safety Management, and PHA
6.审核并确保开车前安全审查（PSSR）符合要求;
Review and ensure compliance with Pre-Startup Safety Review (PSSR)
7.建立危险分类及风险控制措施;
Establish hazard classification and risk mitigation measures
8.制定培训矩阵并开展培训需求分析;
Develop OHS training matrix and conduct training needs analysis
9.建立并完善应急响应体系;
Establish and implement emergency preparedness and response plans
10.组织应急演练，识别问题并跟踪整改;
Schedule and conduct emergency drills, identify gaps, and track corrective actions
11.建立承包商安全管理体系并监督执行;
Develop and implement contractor OHS management and ensure compliance
12.管理OHS团队，推动安全文化建设;
Manage the OHS team and promote a strong safety culture
13.负责危险化学品（COSHH）管理;
Oversee COSHH management
14.建立设备与工具检查机制;
Develop and implement equipment and tools inspection programs
15.审核关键作业安全措施（检维修、受限空间、高处作业、吊装等）;
Review safety measures for critical activities such as maintenance, confined space entry, work at height, and lifting operations
16.识别社区健康与安全风险并提出控制措施;
Identify community health and safety risks and recommend mitigation measures
17.主导事故调查并提出纠正与预防措施;
Lead incident investigations and recommend corrective and preventive actions

任职条件

1.至少10年职业健康安全相关经验，其中5年以上化工或油气行业管理岗位经验，并具备IFC绩效标准相关实践经验；英语可作为工作语言。
Minimum 10 years of experience in OHS, including at least 5 years in a leadership role within the chemical or oil & gas industry, with strong exposure to IFC Performance Standards，with English as the working language.
2.具备NEBOSH PSM、ISO 45001、ISO 14001体系认证，优先考虑：CSP（注册安全工程师）、CFPS（注册消防专家）；
Hold certifications in NEBOSH PSM, ISO 45001, and ISO 14001; preferred qualifications include CSP (Certified Safety Professional) and CFPS (Certified Fire Protection Specialist).
3.熟悉 NFPA、IEC、OSHA 等标准；
Familiar with NFPA, IEC, and OSHA standards
4.掌握工艺安全管理（PSM）、HAZOP分析、功能安全管理、工艺危害分析（PHA）、变更管理（MOC）；
Strong knowledge of Process Safety Management (PSM), HAZOP, Functional Safety Management, Process Hazard Analysis (PHA), and Management of Change (MOC)
5.熟悉 IFC 绩效标准；
Familiar with IFC Performance Standards
6.熟悉世界银行集团（WBG）OHS 指南；
Familiar with World Bank Group (WBG) OHS Guidelines

学历要求

职业健康安全、化学工程或机械工程相关专业本科及以上学历
Bachelor’s degree in Occupational Health and Safety, Chemical Engineering, or Mechanical Engineering
