消防主任

工作目的
This position reports to HSE Manager. The task of is to ensure that the emergency response services and security measures at the site are executed professionally, in order to mitigate all accidental consequences that may arise out of the manufacturing processes.

• Organization – 60 (2 Fire Day Supervisors, 1 Fire Planner, 8 Team Leads, 4 Despatchers, 44 Contractor Firemen)
• Number of CSPC employees about 2000 (C1+C2).
• Number of contractor employees about 2000 to 3000 (C1+C2).
• Head Office Departments and Production Units for C1 and C2
• Interface with the public providers of emergency services, front-line response teams and management.
工作职责
1. Command and control the Fire Brigade to ensure the efficient administration and functioning of the CSPC Fire Department
2. Ensure the proficiency of the fire fighting organisation through the conduct of adequate training for his subordinates (inclusive of Breathing Apparatus training), auxiliary fire fighters and others requiring the training
3. Provide on-site support services to CSPC eg. stand-by, emergency drills, issue PTW clearances, CSE, other HSE requirements, etc.
4. Provide subject matter expertise (SME) for shareholder audits and project acceptance requirements from the government.
5. Provide professional advice in the selection, procurement, use and maintenance of Emergency Response Equipment
6. Implement and improve the site emergency and rescue response plan.
a) Fire emergencies
b) Chemical leakage emergencies
c) Typhoon emergencies
d) Emergency rescue work (high angle, cse, etc).
7. Keep abreast of the latest requirements/methods in emergency measures to respond to changes in CSPC eg. Phenols, Acetone, OXO and MTBE.
8. Ensure compliance to the government fire safety regulations.
9. Organize fire-prevention audits and programs
10. Plan and implement emergency equipment inspection and maintenance programs in C1, C2 and Guangzhou Offices
11. Implement Site Procedures in respect of personnel movement and material movement.
12. Develop programmes to train staff and contractors in:
a) fire-fighting prevention and rescue
b) pollution control and spillage-containment
c) use of breathing apparatus
External role and responsibility :
13. Represent CSPC as Fire Safety Control Person in discussions with Fire Bureau Leadership (Non-transactional business).
14. Represent CSPC in relevant meeting organized by Fire Bureau (GD, HZ, DYB) and DPIP enterprise committee.
15. Represent CSPC in GD, HZ and DYB Fire Safety Association
16. Keep CSPC internal stakeholders informed of the state, GD, HZ and DYB WSB new regulations and requirements
17. Develop and coordinate mutual aid agreements with DPIP enterprises.
任职资格
1. Bachelor’s degree in science or related subject;
2. Minimum 10 years technical and professional experience in chemical or airport emergency response;
3. Have been a leader or second-in-command of professional emergency response services organisation;
4. Experience in handling emergencies involving Chemicals would be an advantage.
