Principal Accountabilities:
1. HNTE System Construction and Maintenance
• System Establishment and Implementation: Develop and refine systems related to HNTEs to ensure internal processes and practices align with dynamic government policies and industry best practices.
• Strategic Planning: Formulate HNTE development strategies and implementation roadmaps.
• Gap Analysis and Benchmarking: Identify gaps between current status and requirements for applying for and maintaining HNTE qualifications.
• HNTE Qualification Application: Prepare HNTE qualification application documents in accordance with specified formats and upload relevant documents to the government electronic system.
2. Full-Cycle R&D Management and Technical Review
• R&D Planning: Participate in formulating annual R&D project plans and track their progress.
• R&D Portfolio Screening: Evaluate and screen internal R&D projects for inclusion in the HNTE application scope.
• Project Initiation Review: Review and ensure the quality of R&D project initiation documents.
• Process Documentation and Outcome Review: Review and ensure the quality of R&D project process documents and technology achievement conversion documents (e.g., project initiation, conversion, and benefit evaluation files) to ensure compliance with standards and consistency.
• Technical Review: Independently assess the feasibility and innovation of R&D project technologies.
• Cost Aggregation Support: Assist in collecting supporting materials for R&D cost aggregation, including R&D working hours, equipment hours, and other data.
3. Intellectual Property Management and Technical Risk Control
• IP Portfolio Planning: Guide the identification, layout, application, and maintenance of core technology patents to build a patent portfolio.
• Patent Analysis and Decision-Making: Guide or assist in patent analysis and technical literature research to support decision-making for patent applications.
• Patent Transfer Support: Assist in handling patent transfers from shareholders (Shell).
• Technical Risk Identification: Identify potential risks in the enterprise’s technology R&D process (e.g., technology iteration, patent infringement).
4. Internal and External Collaboration and Resource Coordination
• External Relationship Management: Serve as a bridge to connect with shareholder institutions or third-party research institutes for joint R&D initiatives; manage interactions with external entities such as government agencies and patent agents.
• Internal Communication and Coordination: Facilitate communication and collaboration with internal professional departments to ensure task implementation.
• Action Item Tracking: Track and implement action items following high-tech qualification reviews.
• Document Quality Management: Oversee the management of a large volume of documents to ensure structural consistency and high quality.

技术评审:对研发项目技术的可行性、创新性进行独立评审。
费用归集支持:协助收集研发费用归集的支持材料。支持研发工时、设备工时等数据归集。
3. 知识产权管理与技术风险管控
知识产权布局:指导核心技术专利的挖掘、布局、申请与维护,构建专利池。
专利分析决策:指导或协助进行专利分析、技术文献调研,为专利申请提供决策依据。
专利转移支持:协助处理从股东方转让专利等事务。
技术风险识别:识别企业在技术研发过程中的潜在风险(如技术迭代、专利侵权等)。
4. 内外部协同与资源对接
外部关系管理:作为桥梁,链接股东机构或第三方科研院所进行联合攻关;管理与政府、专利代理等外部机构的界面。
内部沟通协调:负责内部与各专业部门的沟通与交流,推动工作落实。
行动项跟踪:跟踪和落实高新资质审查后的行动项。
文件质量管理:统筹管理大量文件,确保其结构一致性和高质量。

• Educational background: Master or Bachelor of chemical engineering
• Work experience: 20+ years
• Experience in MF with adequate understanding of technology and engineering.

CNOOC and Shell Petrochemicals Company (CSPC) Limited has been established as a Chinese Foreign Equity Joint Venture Company on 28 December 2000. It has built and now operates a USD4.1 billion world-scale petrochemicals complex in Daya Bay, Huizhou, Guangdong. It is one of the largest capital investments for a Sino-foreign joint venture project to date in the People’s Republic of China. In 2016 agreement was reached between the partners to expand CSPC more than doubling the production capacity with the addition of a 1.2 Million Ton/Year Ethylene per year creating an additional 4.0 Million Tons/Year of petrochemical products (C2).The partners are Shell Nanhai B.V., a member of the Royal Dutch Shell, with a 50 per cent stake, and CNOOC Petrochemicals Investment Company Limited (CPIL), also with 50 per cent. CPIL is owned by China National Offshore Oil Corporation (CNOOC) (90%) and Guangdong Guangye Investment Group Company Limited (10%).The CSPC petrochemicals complex incorporates the world’s most advanced technologies and utilizes modern management systems and international standards in the design, construction and operation of the complex. Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
