职位描述
2、全程管理：统筹全厂材料（管道、钢材、电缆、阀门、保温等）采购计划与执行，负责材料专业采购的全流程管理，依据批准的采购方案，组织落实供应商寻源、招标、谈判、签约等环节，确保采购进度、采购质量、采购成本、交付工期、包装物流等完全符合项目要求及业主要求。
3、主导大宗材料招标、合同谈判及供应商管理，严控成本、质量与交期。
4、产品调研：进行电厂材料的市场调研，识别各类供应商的专业特长、识别各类形式产品的优势、了解市场广泛使用产品的品类和评价等。
5、供应商：持续挖掘行业内优质材料专业的供应商，拓展供应渠道，对潜在供应商进行严格的资质审查，包括企业规模、生产技术水平、质量管控体系、售后服务能力等方面评估。
6、协调设计、施工、物流及各专业，避免漏项、错采或现场停工待料。
7、负责材料类合同风险管控，保留关键过程证据，支持索赔与合规要求。
8、带领材料采购团队，推动标准化、本地化及高效交付。
9、有索赔与反索赔思维，着重关注材料专业采购的合同，及时保留证据和痕迹提交主管部门。
