项目工程师
工作目的
To deliver capital projects and plant changes through internal and external resources. He/she is expected to manage a number of projects/plant changes from concept development to completion in accordance with CSPC’s Project Governance Processes. He/she carries single point responsibility for safety, costs, schedule, quality and agreed scope of project. He/she is expected to work with stakeholder from other department, design institutes, vendors, contractors to ensure project delivery is in compliance with the CSPC HSSE standards and achieving the project objectives.

工作职责
1. Project Engineer is responsible to support the Senior Project Engineers and Head of Project in all aspects of project delivery from front end development to project execution in accordance with CSPC project process and plant change procedures.
2. Responsible to deliver a portfolio of projects varying in budget, scope, size and complexity at various stages of project phases.
3. To ensure smooth execution of all projects assigned to him in various phases from BDEP, detailed engineering, contracting, procurement, construction, commissioning and start-up, handover and close-up
4. To provide appropriate support to Front End Development of projects/plant changes in planning, scheduling, cost estimation, FSR, BDEP up till FID.
5. Responsible to develop project execution strategies /plans and execute all aspects of projects from detailed engineering till closeout
6. Coordinate and oversee design offices/design institute and set-up fit-for-purpose project engineering and technical assurance review matrix (PDAM).
7. To develop project contracting strategy and execute through close collaboration with FNCP team.
8. To develop and manage project risks and ensure proper mitigation plan including change control is in place.
9. To manage all construction activities through field engineers and contractors and ensure full compliance with HSE requirements.
10. To manage all project interfaces and maintain regular communication with key stakeholder in various phases of projects/MOCs.
11. To monitor, track and provide monthly update on project progress, cost performance and status on project KPIs.
12. To assist where required with external stakeholder for project permit and relevant government approval
13. Responsible for proper project closeout on assigned projects, and archive of project as-built documents from construction contractor, and support design office to update electronic documents

任职资格
1. Educational background & work experience:
• Diploma in engineering with at least 15 years work experience in Engineering, Project Management. Bachelor Degree in Engineering with at least 8 years of project engineering experience in Engineering, Project Management will be preferable
• Experience of working or leading in MOC or brownfield projects at petrochemical plants or refineries is essential
• Familiar with DEP and Chinese standards in engineering and design
• Knowledge and understanding of design and construction practices at a manufacturing plant.
• Familiarity with operations / maintenance practices.
2. Language proficiency: Good in oral & written English.
3. PC skills: Able to use words, excel and Microsoft project to make project schedule.
