• As the primary leader of the Health, Safety system at Harbin Plant, this position holds overall accountability for compliance management, risk control, safety culture development, and continuous improvement mechanisms to ensure safe, stable, and compliant plant operations.
作为哈尔滨工厂健康、安全管理体系的核心负责人，全面主导合规管理、风险控制、安全文化建设和持续改进机制，确保工厂安全、稳定、合规运营。
Responsibilities and Accountabilities 职责和责任:
1, System Development and Compliance Management体系建设与合规管理
• Establish, maintain, and continuously improve the plant’s HS management system, including the development of annual safety plans and the ongoing revision of policies, emergency plans, and procedures;
建立并持续优化工厂健康、安全管理体系，制定年度安全计划，负责制度、预案和程序文件的动态更新;
• Ensure full compliance with Chinese national and local regulations, corporate global standards, and requirements including safety standardization, ISO45001 system, the dual prevention mechanism, KES, and customer audits;
确保工厂运营全面符合中国国家、地方法规及公司全球标准，涵盖安全标准化、ISO45001体系、双重预防机制、KES及客户审核要求;
• Provide guidance and oversight to third-party suppliers in establishing and implementing effective safety management systems;
指导并监督第三方供应商构建安全管理体系，落实安全管理计划;
• Cooperate with relevant government departments to ensure that the plant operates in compliance with local laws and regulations.
与政府相关职能部门对接，确保工厂运行合规，符合当地法律法规要求。
2, Risk Control and Continuous Improvement风险管控与持续改进
• Lead plant-wide hazard identification and risk assessment processes; develop, implement, and monitor risk control measures; and author task-specific safe operating procedures;
主导全厂危险源辨识与风险评估，制定并落实风险控制措施，编写岗位安全操作规程;
• Establish and maintain a safety inspection system; execute annual inspection plans; propose corrective actions for identified hazards; and track actions to closure;
建立安全检查体系，执行年度检查计划，对隐患提出整改方案并监督闭环;
• Manage contractor safety through the entire project lifecycle, including signing a safety agreement, review of construction safety plans, site induction training, issuance and validation of Permits-to-Work (PTW), on-site monitoring, and safety acceptance upon project completion;
负责承包商全链条安全管理，包括签署安全协议、施工方案审核、入厂培训、特种作业许可（PTW）签发与验收、过程监督及完工安全验收;
• Drive the performance of the KES system at Harbin Plant to enhance management results;
KES系统的稳步实施与改进，提升管理绩效;
• Oversee the following 12 critical risk modules, 28 critical risks: ammonia refrigeration, oil cooking/cooling systems, chemical management, material storage, cleaning operations, confined space entry, traffic safety, forklift operations, electrical safety, equipment and facilities, harvest operations, and working at height, etc.
全面管理工厂12项关键风险模块，28项关键风险：液氨、油锅、化学品、物料码放、清洗班、有限空间、交通、叉车、电气、设备设施、收获及高处作业安全等。
• Promote the implementation of the SIF project in the plant and adopt and enforce safety standards that comply with the control of SIF-type risks during the safety management process.
推进SIF项目在工厂的落地，并在安全管理的过程中采取及执行符合控制SIF类风险的安全标准。
3, Safety Culture Enhancement and Capability Building全员安全文化提升与能力建设
• Promote and reinforce visible safety commitment from management through the tiered signing of safety responsibility agreements;
推动落实管理层安全承诺，按层级签订安全生产责任状;
• Ensure strict adherence to Life-Saving Rules and a zero-tolerance policy towards critical risks;
确保全员执行生命保护规则和零容忍政策;
• Develop, implement, and monitor leading safety indicators (MSEL), such as Behavior Observation System (BOS) participation, hazard reporting rates, and safety culture engagement metrics;
制定并推动全员安全指标（MSEL），包括BOS、隐患提报和安全文化参与度;
• Plan, deliver, and evaluate plant-wide safety training programs to enhance employee safety awareness and competency. Ensure the smooth operation of plant safety training system;
规划并实施全员安全培训，提升员工安全意识和技能。确保工厂安全培训体系良好运转;
• Organize the plant safety committee, convene regular meetings, and ensure follow-up and closure of action items arising from committee discussions;
组织工厂安全委员会，定期召开会议，跟进并整改委员提出的意见;
• The promotion and implementation of the new safety project in the plant.
新的安全项目在工厂的推广和实施。
4, Operational Safety and Emergency Preparedness运营安全与应急保障
• Assume full responsibility for operational safety, including industrial hygiene, fire protection, emergency response, security, MOC, PTW, special equipment safety and incident management;
全面负责运营期间的工业卫生、消防、应急响应、安保、变更管理、PTW、特种设备安全管理、事故事件管理;
• Organize the development, review, and drill of emergency response plans to maintain and enhance the plant's emergency response capability.
组织制定应急预案并定期开展演练，提升工厂应急响应能力。
5, Safety Data安全数据
• Collect and analyze safety performance data; generate insight reports to support management decision-making and enable measurable, predictable safety outcomes;
收集、分析安全数据，为管理层决策提供支持，实现安全绩效的可衡量与可预测;
• Manage the plant's safety investment budget.
工厂安全投入费用管理。
