Contracted BPA Manager – NCIM & Site Payment Transformation Support
Role Purpose
The Contracted BPA Manager will provide time‑bound, project‑focused finance support to Development Finance during the implementation of NCIM,the new site payment solution.
The role is not a standing BPA position and will focus on ensuring financial data integrity, migration readiness, and practical local deployment of the NCIM site payment model through close collaboration with NCIM project teams, Development BPA, and SSO Finance Specialists.

Role Purpose
The Contracted BPA Manager will provide time‑bound, project‑focused finance support to Development Finance during the implementation of NCIM,the new site payment solution.
The role is not a standing BPA position and will focus on ensuring financial data integrity, migration readiness, and practical local deployment of the NCIM site payment model through close collaboration with NCIM project teams, Development BPA, and SSO Finance Specialists.
Scope of Responsibilities
NCIM Project Finance Support
- Act as the embedded finance/BPA resource supporting the NCIM project within the defined Development scope.
- Represent finance and BPA requirements in NCIM design discussions, testing phases, and deployment activities.
- Support UAT and defect resolution from a finance data, controls, and reporting perspective.
- Identify finance‑related risks linked to NCIM implementation and support mitigation actions.
- Support financial data migration activities related to NCIM, including:
- Validation of historical and open POs
- Reconciliation between legacy systems and NCIM outputs
- Identification, documentation, and follow‑up of data quality issues
- Work with project and data teams to ensure migrated data supports downstream site payments, accruals, and financial reporting.
- Support post‑go‑live stabilization with a focus on data accuracy and consistency.
- Partner closely with SSO Finance Specialists on the rollout of NCIM‑ Novartis Clinical Invoice Management solution.
- Ensure the solution reflects local operational and regulatory needs, including market‑specific requirements (e.g. China).
- Provide finance input on:
- Site payment process design
- Accrual logic and financial tracking
- Controls and issue resolution during transition
- Support investigation and resolution of site payment‑related issues arising during migration and early operations.
- Act as a finance coordination point between Development Finance, NCIM project teams, and SSO.
- Prepare clear financial inputs, issue summaries, and decision materials for project forums when required.
- Ensure proper documentation of assumptions, decisions, and handover materials at the end of the contract period.
- This role is contractual and temporary and does not own:
- Ongoing BPA cycle ownership (budget, LF/LO, standard reporting)
- Long‑term functional cost management
- People management or line‑management accountability
- Focus is execution and transition support, not steady‑state BPA operations.
- Duration: 12–14 months 一次性下订单14个月
- Engagement model: External / Third‑party (non‑Novartis headcount)
- Role nature: Hands‑on, delivery‑focused, project‑oriented
- Primary interfaces: Development BPA, NCIM project team, SSO Finance Specialists
- Solid experience (5 year minimum) in clinical site payment management finance roles
- Hands‑on exposure to system implementations, finance transformation, or data migration projects.
- Strong understanding of financial data structures, accruals, and operational finance processes.
- Comfortable working across project teams, SSO users, and global stakeholders.
- High attention to detail, strong issue‑solving capability, and ability to operate with limited supervision.
