China operations, ensuring accurate reporting, compliance with PRC regulations, and effective cross-border financial management. This role serves as the key financial partner for local projects and business units, overseeing project accounting, treasury, foreign exchange, intercompany transactions, and risk management, while liaising with Group headquarters and international affiliates to support business decisions and maintain financial integrity.
-Prepare, review, and deliver accurate and timely financial reports in line with the Group reporting calendar, including Magnitude, BU I&C Monthly Reports (PowerPoint & Excel), TAIGA packages, ICP Dashboard, Steerco materials and Budget Templates.
- Ensure full compliance with PRC GAAP, tax regulations, and statutory requirements applicable to foreign-invested enterprises (FIEs).
- Oversee statutory reporting and tax filings, and act as key contact with local authorities (e.g., tax bureau, SAFE, and other regulators).
- Review and validate SAFE-related filings and underlying data to ensure accuracy and regulatory compliance.
- Ensure consistency and reconciliation between statutory accounts and Group reporting standards (e.g., IFRS or internal policies).
- Maintain high-quality financial data to support compliance, project management, and business decision-making.
2.Accounting & Cost Control
- Oversee end-to-end accounting operations, including review of journal entries and supporting documentation, ensuring accuracy, completeness, and compliance.
- Manage payroll accounting and ensure accurate labor cost allocation to projects based on approved timesheets.
- Ensure proper cost allocation across projects, including labor, procurement, and other direct and indirect costs.
- Continuously enhance accounting processes to support project-based financial management and reporting.
3. Budgeting, Project Control & Performance Management
- Lead mid-term planning(e.g.,4-year plan), annual budgeting, and rolling forecast process in alignment with Group requirements.
- Develop and monitor budgets by cost center, ensuring alignment with financial targets and business objectives.
- Establish and oversee robust project financial management, including:
o Project cost tracking and allocation (labor, procurement, subcontracting)
o Project profitability and margin analysis
o Revenue recognition based on milestones or percentage of completion
o Accrued revenue recognition in compliance with PRC tax regulations
- Review project financial performance and ensure alignment with operation progress.
- Perform variance analysis(PFR/Budget vs. actual ) at both entity and project levels, and drive corrective actions.
- Oversee and validate Service Level Agreements (e.g., ICM4) and assess financial implications.
- Ensure periodic update of standard hourly rates for accurate labor cost allocation and pricing.
- Provide actionable financial insights to support project management and business decision making.
4. Treasury, Foreign Exchange & Working Capital Management
- Lead cash flow planning and liquidity management, ensuring sufficient funding at both entity and project levels.
- Oversee bank administration, including bank account management, UKEY control and payment authorization process. Manage cross-border payments and collections, ensuring full compliance with SAFE regulations and PRC tax requirements.
- Identify and manage foreign exchange exposure, including FX planning, monitoring, and hedging strategies where applicable.
- Provide FX risk assessment and recommendations during contract review and project execution.
- Lead the issuance and management of bank guarantees (e.g., advance payment bank guarantee, performance bonds, warranty guarantees).
- Drive working capital optimization (AR, AP, inventory), ensuring efficient cash conversion and accurate inventory accounting.
5. Internal Control,Tax & Risk Management
- Establish and continuously improve internal control framework in line with Group policies (e.g., INCOME) and audit standards.
- Ensure effective implementation of Anti-Corruption accounting controls in compliance with AFA requirements. Oversee tax compliance across VAT, CIT, and cross-border taxation, including review and validation of tax calculations and filings.
- Identify, assess, and mitigate financial risks related to revenue recognition, advance payments from customer, contract margins, intercompany transactions, and transfer pricing.
- Lead internal/external audits and ensure timely closure of audit findings within acceptable thresholds.
- Proactively monitor financial and operational risks and implement preventive controls.
6. Intercompany & Group Coordination
- Lead monthly intercompany reconciliations process and ensure timely resolution of differences.
- Establish and manage intercompany Service Level Agreements (SLAs).
- Oversee back-charge mechanisms and resolve intercompany invoicing issues.
- Ensure compliance with transfer pricing policies and documentation requirements.
- Support Group reporting and consolidation, including monitoring overdue balances across entities.
7. Systems, Policies & Process Optimization
- Lead the implementation, maintenance, and optimization of the KINGDEE Cloud accounting system.
- Develop, maintain, and continuously improve finance policies, procedures, and internal guidelines.
- Ensure alignment of finance policies with internal control, group policy and anti-corruption requirements.
- Drive process optimization initiatives to enhance efficiency, accuracy, and control effectiveness.
- Ensure systems adequately support project accounting, intercompany processes, and reporting requirements.
8. Business Partnering & Contract Review
- Act as a trusted finance business partner to management and operational teams.
- Review and provide financial input on contract terms, including payment structure, tax implications, and FX considerations.
- Support structuring of cross-border service and goods transactions from a financial and compliance perspective.
- Evaluate financial risk and opportunities in contracts, including revenue, cost, cash flow, FX exposure and compliance risks.
Role Requirements:
- A bachelor’s degree in finance, accounting, or a related field is typically required.
- Professional certification preferred (CPA, ACCA, CMA).
- Minimum 8–10 years of finance experience, with foreign-invested enterprise (FIE) background preferred.
- Solid experience in:
o Project accounting / revenue recognition
o PRC tax and regulatory environment
o Budgeting, forecasting, variance analysis, and cost control
o Cash management, treasury, FX risk, and working capital optimization
o Internal control frameworks, audits, and risk mitigation.
- Familiarity with transfer pricing and intercompany transactions.
- Strong analytical and problem-solving skills with a proactive mindset.
- Ability to work independently and manage a lean finance team.
- Good command of English (written and spoken) for daily communication with HQ and overseas entities.
- Have a good knowledge of I&C systems in all services activities.
- Experience with ERP systems (e.g., KINGDEE, SAP) is a plus.
